The role

An experienced Head of Planning is sought to lead the planning function across a portfolio of complex renewable energy developments. This role is responsible for defining planning strategy, managing applications from feasibility through to consent, and providing expert in-house advice to support long-term growth.

The position will act as the organisationโ€™s internal planning authority, reducing reliance on external consultants while ensuring robust, compliant, and commercially viable outcomes.

Key Responsibilities

  • Lead end-to-end planning for new developments, including sites, infrastructure, expansions, and variations.
  • Define and execute planning strategies across multiple concurrent projects.
  • Proactively manage planning risks, dependencies, and programme timelines.
  • Build and maintain strong relationships with planning authorities, statutory consultees, and key stakeholders.
  • Represent the organisation at planning committees, consultations, and strategic forums.
  • Lead negotiations on planning conditions, obligations, and design changes.
  • Monitor and interpret planning policy, advising senior leadership on impacts to development and acquisition strategy.
  • Provide early-stage input into site selection, masterplanning, environmental assessments, and design.
  • Identify planning opportunities and constraints to support pipeline growth.
  • Provide technical leadership internally and manage external consultants and specialists.
  • Oversee consultant selection, scope, performance, and budgets.
  • Ensure high-quality planning submissions, documentation, and reporting.
  • Act as the internal authority on planning strategy within delegated limits.
  • Manage planning budgets and consultancy spend.
  • Escalate material risks impacting cost, programme, or scope.

Key Requirements

  • Bachelor’s degree in Engineering or related discipline.
  • Chartered (RTPI or equivalent).
  • 5โ€“10+ yearsโ€™ experience delivering planning outcomes for infrastructure, energy, or industrial projects.
  • Strong knowledge of planning legislation, environmental regulation, and development economics.
  • Proven track record in managing complex applications and negotiations with authorities.
  • Ability to provide clear, independent in-house technical advice.
  • Strong stakeholder management, communication, and influencing skills.
